Concealed Carry Weapon

UPDATE – DECEMBER 4, 2024

In October 2024, the Antioch Police Department was advised by the Office of the Sheriff that their agency would no longer process new CCW applications for residents of Antioch.

To date, the Antioch Police Department has updated and implemented necessary policy to reflect current California law (please see below). This policy reflects the requirements, review process, and issuance of CCWs.

Additionally, we have contracted with Permtitium, whose Permit Director web-based platform is widely used by law enforcement agencies to accept and process CCW applications and facilitate CCW records management. Permitium is currently developing the websoite for the Antioch Police Department and will provide technical support as part of this contract.

An updated fee schedule to provide this service is calendared for City Council review and approval on January 14, 2025. If approved, the fee schedule will go into effect February 13, 2025. At that time, the Antioch Police Department CCW website will open and we will begin accepting CCW applications.

Please note, the Office of the Sheriff will accept renewal applications for permits issued by their office prior to this transition

The issuance of licenses enabling a private citizen to carry a concealed weapon (CCW) is of great concern to the Antioch Police Department. In accordance with California Penal Code 26150 et. Seq., and subject to Department policies and procedures, any City of Antioch resident may be issued a CCW from the Chief of Police, if qualified.

The Antioch Police Department is aware of the recent June 23, 2022, U.S. Supreme Court ruling in New York State Rifle & Pistol Assn. v. Bruen, regarding the issuance of Carry Concealed Weapon permits.

As the Antioch Police Department evaluates the Court’s decision and anticipated amendments to California’s CCW statutes, any revisions to the Department’s policies and procedures will be updated on our website.

MINIMUM QUALIFICATIONS:

  1. BE OF GOOD MORAL CHARACTER
  2. BE A MINIMUM OF 21 YEARS OF AGE
  3. OWN A REGISTERED FIREARM IN CALIFORNIA
  4. RESIDE FULL TIME IN THE CITY OF ANTIOCH

 

APPLICATION PROCESS

1.) Download and complete DOJ form BOF 4012. Thoroughly review all steps, as incomplete or incorrect applications will be returned and/or denied.

Complete Sections 1-8, including section 7 and Sign pages 3, 8, and 11 of the Department of Justice Standard Application.  The completed application can be submitted to the front counter at APD or mailed to:

NOTE: The DOJ Application instructs the applicant to only complete Section 7, when directed to do so.  THE CCW UNIT REQUIRES SECTION 7 TO BE COMPLETED IN ORDER TO CONTACT YOU.  The Witness Signature, Badge Number and Date will not be signed until your interview with the CCW Investigator.

NOTE: The Antioch Police Department CCW application process can take several weeks to process and complete.  Your application will be assigned and processed in the order in which it was received.

2.) Once the application is received by the CCW coordinator, you will be contacted and authorized to complete a Live Scan (this is at the applicant’s own expense) and provided the APD “mail-code.”

3.) Upon successful completion of the Live Scan, you will be authorized to complete the next two steps (both steps are at the applicant’s own expense):

  1. California firearms training, with authorized certificate as outlined in PC 26150(a) and PC 26155(a)
  2. Psychological testing/screening as outlined in PC 26190(f)

A CCW Investigator will be in contact to guide you through these two steps of the process.

DO NOT PROCEED WITH EITHER OF THESE STEPS UNITL YOU HAVE BEEN INSTRUCTED TO DO SO BY YOUR CCW INVESTIGATOR.

Once the CCW coordinator receives and approves the results of your psychological testing you will be authorized to enter a background investigation.  You will be assigned a CCW Investigator during this phase.

4.) A background packet will be sent to you by your investigator, that will include a section to list five persons (non-relative(s) e.g., spouse, significant other, or child) that you will list as a reference. The five people will be contacted to evaluate your character and suitability to carry a concealed firearm.  Additionally, you will be asked to list social media accounts to include user/screen names.

  • In addition to the background packet, you will be required to submit three recommendation letters from persons that have known you a minimum of five years.

5.) Once all above steps have been completed and approved, you will be scheduled for an in-person interview with your assigned Antioch Police CCW Investigator. This interview will be based on information provided in your DOJ form (BOF 4012) and information gathered during your background investigation.   Upon successful completion of the in-person interview, you will be authorized to move onto Live Fire testing.

QUALIFICATON (LIVE FIRE)

6.) APD Live Fire Qualification

  1. PASS/FAIL three courses of fire at the Antioch Police Department’s indoor range.
  2. All courses of fire will be distributed (for practice purposes) upon successful completion of steps 1-6.
  3. Courses of fire WILL require shooter to shoot from “concealed carry,” platform e.g., drawing from concealment.
  4. Course of fire WILL require shooter to effectively reload their weapon from an “out-of-battery,” and then accurately reengage the “threat.”
  5. Shooters will supply their own ammunition.
  6. Must qualify with firearms listed on your BOF 4012 form (maximum of two).
  7. Shooters must show a high level of proficiently with their weapon(s) for a passing score.
  1. After successfully completing steps 1 through 7, to include all subsections, a memorandum will be sent to the Chief of Police outlining your background, training, moral character, suitability to carry a concealed firearm, skillset and marksmanship, familiarization with firearm, and public safety considerations.
  1. The Chief of Police will make all final decisions regarding the issuance or denial of any CCW permit within the jurisdiction of the Antioch Police Department.

APPLICANTS ARE RESPONSIBLE FOR ANY AND ALL COSTS DURING THE CCW APPLICATION PROCESS.  NO REFUNDS OR APPEALS WILL BE GRANTED IF THE APPLICANT FAILS TO SUCCESSFULLY PASS ANY STAGE OF THE APPLICATON PROCESS AND IS DENIED.

APPLICANTS WHO ARE DENIED A CCW MAY RE-APPLY ONE YEAR FROM THE DATE OF DENIAL, UNLESS CRITERIA WAS SPECIFICALLY OUTLINED IN THEIR DENIAL LETTER STATING OTHERWISE.
