Recommended Action: Motion to adopt the Resolution authorizing the City Manager to sign an interagency agreement (Exhibit "A") forming the East Contra Costa County Habitat Conservation Plan Association ("HCPA") to manage preparation of the HCP Resolution 2000/65, 3/1, Soliz, Contingent in the 18 (19 actual) principles being a part of the agreement and in regards to cost on Page 11, Section 14: if they are unsuccessful in raising the money, CCWD is to pay remaining funds
