Online Permitting System

Antioch’s Community Development Department has a new permitting and plan management system.

This system, Enterprise Permitting & Licensing (EPL for short) has a public-facing online portal, called Civic Access.

Through this portal, applicants can:

• Search records by address or APN (Assessor’s Parcel Number)
• Apply for various Building, Planning & Encroachment Permits
• Schedule Inspections
• Pay Invoices*
